The United Nations recognises the basic human right to housing as the right not just to basic shelter, but to ‘adequate housing.’ They define adequacy in terms of legal security of tenure; availability of services, materials, facilities, and infrastructure; affordability; habitability; accessibility; location and cultural adequacy (United Nations 1991).
