The focus of the 4 parts is to analyze a historical emergency event, whether it is a natural disaster or a man-made incident (accident or intentional). This can be any incident of your choosing – incidents that we are taking off of this list, due to the uniqueness of the event, and perhaps personal nature, are those of September 11th, 2001.

The four parts include to this assignments are:  Part 1- Mitigation, Part 2- Prevention/Protection, Part 3- Response, Part4-  Recovery. of the framework

 Part 1 paper instructions:

This assignment will examine the chosen disaster under the scope of mitigation.

Your analysis should consider the following Mitigation Core Capabilities:

Threats and Hazard Identification. Build cooperation between private and public sectors by protecting internal interests but sharing threats and hazard identification resources and benefits.

Risk and Disaster Resilience Assessment. Perform credible risk assessments using scientifically valid and widely used risk assessment techniques.

Planning. Incorporate the findings from assessment of risk and disaster resilience into the planning process.

Community Resilience. Recognize the interdependent nature of the economy, health and social services, housing infrastructure and natural and cultural resources within a community.

Public Information and Warning. Target messages to reach organizations representing children, individuals with disabilities or access and functional needs, diverse communities and people with limited English proficiency.

Long-Term Vulnerability Reduction. Adopt and enforce a suitable building code to ensure resilient construction.

Operational Coordination. Capitalize on opportunities for mitigation actions following disasters and incidents.

Part 1: Summary Paragraph.

For each Part, you will also develop a 1-2 paragraph summary. Your must provide a brief summary of your chosen incident relevant to your discussion (don’t repeat the scenario each part – discuss it in terms of your current part context) – as well as a quick summary of your framework analysis.

With the clarity of hindsight, discuss how you would improve the planning/response of the framework area for a similar type of incident as the one you have chosen, if it were to happen again.
