The Scenario – a hypothetical situation (not real)
An extensive parcel of land is for sale in Wulkuraka (Haggarty’s Field, opposite WestMAC) and the owners are considering multiple offers, but they are concerned about the future of the area. The owners would like to see the land benefiting the people within the community.

The majority of the land is undeveloped with a natural landscape, i.e. open fields, surrounded by trees, and an abundance of flora and fauna (including kangaroos, wallabies and koalas).

The Options
Option 1
Local Business Park and Community Park Solution
May involve:
community centre where young people are offered free driving and road safety lessons, free bike lending and repair, support centres for drug and alcohol clinics and support centres for family violence
facilities for start-up companies and entrepreneurs
career, training and professional advice agencies
retraining programs, including computing, for the elderly
business mentorship programs for young entrepreneurs
re-skilling centres
computer programming training centres for school leavers—Digital Revolution.
Cost: $15 million to get it set up.
Jobs: 800 jobs while it is being built.
Other: 10 jobs on maintenance and in businesses.
Financial return: $1 million from rent and the establishment of new businesses.
Social benefit: Covers many groups.
Environment: Mostly buildings, some open space.

Option 2
Fast Food Solution
May involve:
a good meeting place for kids
providing much needed jobs
stopping people trashing the block
generating some waste, rubbish or run-off into the creek.
Cost: $0 as financed by the chain.
Jobs: 30 during building.
Other: 24 after establishment, most for young people.
Financial return: $1 million per year in rates.
Social benefit: Some spin-off businesses will be created and some small competitors closed down.
Environment: Mostly building and car park area.
