Claim of fact
In the essay, you should NOT be arguing a claim of fact or value. It should be a claim of policy.
Examples:
Claim of fact : global warming is a thing
Claim of fact: the death penalty does not deter crime
Claim of value: it’s immoral that we don’t do more to prevent global warming
Claim of value: the death penalty is immoral
Claim of policy: Because global warming is increasingly the cause of extreme weather events, we need to start reducing carbon emissions…
Claim of policy: Because the death penalty is arbitrarily administered and does not deter crime, it should be abolished.
