CECOM Chief Information Officer Aberdeen Proving Ground, Maryland Duties: Retiring from the United States Army Communications-Electronics Command (CECOM) Chief Information Officer (CIO).

Provide the architecture, governance, portfolio management, strategy, acquisition oversight and operational capabilities for business command, control, communications, computers and Information Management (IM) in support of the CECOM command mission.

Serve as Command Information Technology Architecture/Strategic planner for all Information Technology (IT) aspects for CECOM. CECOM is a $21B business with over 13k personnel and is responsible for 68% of the Army weapon systems. Assure security of information by protecting and defending CECOM systems, networks and information by enforcing Army policies to guarantee continuity of operations. Optimize decision superiority by leverage IT initiatives and Knowledge Management to achieve decision superiority by transforming CECOM processes, applications, and data into net-centric capabilities that accelerate information sharing.

Deliver an integrated IT Strategy by communicate the Army IT strategy, policies and practices to CECOM LCMC Stakeholders. Maximize mission effectiveness of IT investments. Ensure CECOM IM and IT investments are managed as portfolios that maximize CECOM capabilities and mission performance.

Reduce the Cost of Ownership of IM and IT investments across new, current and legacy stove-piped systems.

Direct the activities of employees who are highly skilled in specialized technical disciplines (e.g. software development, networking, desktop support, and systems analysis). Average cost avoidance and reduction has been $3M annual since being CIO.

Provide technical guidance and advice to CECOM Directors, CECOM Command Group, Army Materiel Headquarters, and DA. Ensure emerging technological capabilities are effectively utilized in implementing end user products.

Make decisions on work problems by units, set priorities and schedules, and collaborated with other directorate.

Perform management duties such as; counseling, training, ratings, awards, evaluations, disciplinary actions and workload management.

Perform various Project Management functions such as long/short term planning, creation of milestones, risk management, budgeting, employee relations, and contract management. Command lead for the Army Career Program 34 which consists of overseeing 850 personnel’s annual training and career growth.
